Chris try changing your position, look at your Welsh 25 photo and compare with the riders each side of you. Can you lower the elbow pads, get a longer stem, which will lower your head and shoulders a little. Try to get your elbows and knees in, use a before and after photo to help and make sure you can see where you are going and you are comfortable and still able to produce the watts. Record all the adjustment so you can always revert back if you feel it's not right. You have a good power to weight ratio its just a matter of being more slippery. Good time but "could do better" and will. An hour in the Trading estate with Allen keys and a digital camera will help.

I know my position is terrible, everyone keeps telling me! In addition when I talk about power with other riders I can see how much I am wasting , i.e. I'm putting out plenty  of power but going slower than riders who are putting out less.
After that photo I have dropped the front end and raised the saddle a touch (2mm). There is still about 2 cm to go lower at the front , I'm doing it in stages, so as to get used to the position.
Partly I did sit up a little for the camera..
Regarding the stem, I bought a shorter stem initially, then reverted to the longer one that came with the bike, and have reached the same conclusion as you, I need a slightly longer one.
All advice appreciated.

Bear in mind Eric grill who was going on about his position training to us last season Chris has spent over £1500 on position alone. And he is still only doing mid 21s...allbeit with quite low power. But consider maybe his aero position is restricting his power output through reduced comfort or ability to take in oxygen. It's a balance. Have you noticed the pros in the giro opening prologue stage were not that low with their setups. The trend seems to be away from a very low setup. Going narrow doesn't suit everyone either. Keep testing!
